Parliament of Turkmenistan may become bicameral

A constitutional commission is being created in Turkmenistan in connection with amendments and additions to the country's constitution, Trend reports referring to the decree of the President of Turkmenistan released on Sept. 26.
This structure will improve the activities of the representative legislative body of state.
President of Turkmenistan Gurbanguly Berdimuhamedov proposed an initiative for the transition to a bicameral parliamentary system. The head of state stated it at a meeting of the Halk Maslahaty (People’s Council) - the highest representative body of Turkmenistan.
The transition to a qualitatively new two chamber system will allow for representing the interests of all sectors of the Turkmen society and creating the conditions for supervision in law enforcement practice. This will give an impetus to closer interaction of deputies with voters and strengthening control over the implementation of laws and national programs, the State News Agency of Turkmenistan reported quoting the president.
Relevant proposals on the formation of a bicameral parliament will be considered at the next meeting of the Halk Maslahaty of Turkmenistan, which will be held in 2020.
Under the current Constitution, the Mejilis (Assembly of Turkmenistan) adopts laws, makes amendments and additions to the Basic Law, approves the state budget; decides on the holding of popular referenda, appoints elections of the president, deputies of the Mejilis, members of representative bodies; considers, on the proposal of the head of state, the issues of the appointment and dismissal of the chairman of the Supreme Court, the Attorney General, the Minister of the Interior, the Minister of Justice; ratifies and denounces international treaties, and solves the issues of changing the state border and the administrative-territorial division of the country.
