AKIPRESS.COM - Parliament members of Kyrgyzstan offer to pardon some categories of convicts in connection with celebration of the 75th anniversary of the Victory Day.
The draft law has been submitted for public discussion.
Initiators proposed to free convicts from criminal liability and prison sentence, as well as other penalties:
Categories of convicts that fall to the bill:
1) women and minors convicted for the first time for a term of up to 5 years;
2) men over 60 years old, as well as women over 55 years old;
3) persons with disabilities with disabilities of groups I and II;
4) persons who are the sole breadwinner in the family, having at least two minor children or children with disabilities, who have a disability of groups I and II;
5) persons who have committed less serious crimes for the first time;
6) pregnant women;
7) women with many children;
8) women and minors whose unexpired portion of the sentence on the day this Law enters into force is less than one year. Amnesty is not applied to the following convicts:
1) to those to whom amnesty was previously granted;
2) to convicts sentenced for life imprisonment;
3) to those who committed two or more crimes, if at least one of them does not fall within the scope of the amnesty law;
4) to those to whom compulsory educational or medical measures have been applied;
5) to those who were recognized as malicious violators of the sentence serving regime.
