Parliament committee considers bill on issuance of birth certificates

AKIPRESS.COM - The parliament committee for social affairs, education,science, culture and health care considered the draft law on births, deaths and marriages registration acts on Feb 10. The bill will facilitate the registration of child birth by civil registry bodies, in case of absence and untimely registration of child.
The bill proposes to register a child on the basis of child birth certificate, which has information on child's mother if the parents have no documents proving their identity, as well as child birth will be registered and birth record will be made up, however the birth certificate will not be issued.
The bill also suggests to make draft amendments into birth record on occasion of adoption and paternity proof.
"We prohibit to issue the birth certificate without passport. There might be various situations, when a mother lost her documents and she can not receive birth certificates. However, she might have other documents as her birth certificate, higher school certificate, so she can receive her child's birth certificate on basis of these documents. This document will allow to receive benefits, vaccination. The certificate will be valid within a year," said MP Ishak Pirmatov.
